Understanding the changing IT procurement landscape

It’s universally acknowledged that local government faces financial pressures and must change the way it operates to continue delivering high levels of service. Thinking and working differently, organisational collaboration and identifying and standardising best practice are key requirements in achieving this, and are particularly true for IT procurement.

With about £2bn currently spent on IT procurement in local government, including £1bn on sourcing and supporting software applications, any efficiencies that can be made will have a significant role in meeting the financial challenges being faced.

Building better leaders for the digital world: the Socitm Leadership Academy

Socitm is a society of professionals; its members have a vested interest in both contributing to and learning from current best practice. However, they are also concerned with developing themselves and their colleagues to be better leaders today – and tomorrow. It is to these ends that the Socitm Leadership Academy is dedicated.

We have recently produced two documents on Modern Leadership. In the third document ‘Leadership in a Digital World’ we asked Socitm Leadership Academy director Steve Cliff to describe what the Academy is and how it operates from the ‘insider’s perspective’. We also surveyed Academy alumni for their views from the ‘outside’.

Socitm has made great strides in advancing the Government’s public service transformation agenda through the work of the Local Public Service CIO Council (LCIOC).

The LCIOC was set up by Socitm in 2008 to represent the interests of local government into national government (then represented by the Chief Information Officer Council and since by the Government Digital Service). The Chair of LCIOC is Dylan Roberts, Chief Digital and Information Officer, City of Leeds and the Vice Chair is, Noelle Godfrey, Programme Director and Head of Digital Infrastructure, Cambridge County Council.

The Council meet four times a year to review where local government can support or challenge the public service transformation agenda, to discuss issues relevant to local government service re-design and transformation, and to better represent local government issues into national policy and delivery forums.

Local CIO Council calls for more involvement with Warps

By SA Mathieson, editor of Socitm In Our View magazine

Socitm members should increase their engagement with Warp security groups, according to speakers at the Local Public Service CIO Council (LCIOC) on 28th June.

During a discussion on cyber security, held at the Connected Local Government Live event* in Birmingham, council members recommended that each local authority’s IT security staff should be engaged with a warning, advice and reporting point group to share experiences. This was particularly important given the Wannacry ransomware attack on the NHS in May and a new wave of cyber attacks hitting organisations worldwide as the meeting took place.

Socitm is a founding member of the Local Government Cybersecurity Stakeholder Group, which also involves the Local Government Association, Solace, Adass and the National Cyber Security Centre. The group’s most recent meeting discussed how to improve responses to incidents, with building regional capacity seen as one way to achieve this.
